Since 1995, Debra has worked in the special education setting and has actively particpated in ARD's with many parents of special needs children.
Our Mission
I.C.B.I. seeks to protect the rights of special needs children, through financial and service contributions to ensure that each child with a disability is given the education they are entitled to by state and federal law.

Statement of Philosophy
We seek to protect, trough advocacy, education and litigation, the rights which are created under the individuals with Disabilities Education Act (I.D.E.A.) so that each child with a disability receives a free appropriate public education (FAPE).
We seek to protect the benefits and rights of all children regardless of their disability to ensure a meaningful education. We aim to help parents become their child's best advocate and to assist in education the community regarding the rights and laws that govern the education of all children with special needs, so that no child is left behind.
